The museum project for the 'Casas Baratas' (Affordable Houses) began in 2010, initiated by the El Bon Pastor Neighbours' Association, which secured support from the Sant Andreu District and the Barcelona Municipal Housing and Renovation Institute. The proposal was consolidated in alliance with the Barcelona History Museum (ICUB). After more than a decade of work, funding through the "Pla de Barris" (Neighbourhood Plan) has made the new museum space possible. Throughout the process, from historical research to the creation of the collection and intervention in the houses, it has been carried out jointly by the Museum, neighbourhood entities, universities, and other institutions. The project would not have been possible without the enthusiastic, methodical, and lasting collaboration of the residents of the Bon Pastor neighbourhood. The exhibition showcases housing construction policies and access patterns for urban majorities throughout the 20th century in Barcelona. From unaffordable rent at the beginning to a very tough post-war period, to an almost obligatory acquisition of property during the late Franco regime, and finally, advances in democracy, although interventions were more effective in public spaces than in housing. Known as “the neighbourhood of the Casas Baratas” (Affordable Houses) due to the buildings that originated it, for decades Bon Pastor was a populated area located in no man's land. Currently, Bon Pastor is fully integrated into the district and the city, boasting social, health, educational, and sports facilities, and since 2010, it has a metro station. Writer Jorge Larena and footballer Sergio García are proud sons of the neighbourhood. The musical trio Rumba Tres, active for 40 years, and politician Salvador Angosto, one of the most prominent activists in the neighbourhood, both hail from the Casas Baratas. In application of the Casas Baratas Law, in 1929 a complex of 784 single-story homes, each about 40 square metres, was built in this agricultural area (which at the time did not belong to Barcelona). These were intended to be sold or rented to immigrants from other parts of Spain, shack dwellers, and people with few resources. They eventually housed 3,000 residents. They were constructed on land affected by river variations and, in some ways, were left to their own devices. This is why, despite the remodelling the neighbourhood has undergone, vestiges of popular architecture from the era when residents themselves maintained their homes and streets can still be seen.
